Pushed a temporary commit to ensure that once freedomofpress/securedrop-builder#239 is merged, CI will be happy here. We'll drop that commit before merging, but it's useful to observe the CI behavior. |

Description
Now that freedomofpress/securedrop-builder#238 has been merged, update
build-requirements.txtto reflect the new expected checksum for our reproducibleidnawheel (build withbuild).
