Ready for review

Description of Changes

  • Updates restore documentation to include changes in Exclude SSH tor config from server restores securedrop#5833 , removing steps required due to SSH config mismatch on restores over fresh installs.
  • Adds a note about restrictions when restoring from an SSH-over-LAN backup to an SSH-over-Tor instance.

Testing

  • CI is passing
  • Docs changes are clear and correct.
