Source Interface /journalist-key route is being deprecated, update references to /public-key #111

Describe the change

The /journalist-key route for the Source Interface is being deprecated and replaced with /public-key (see freedomofpress/securedrop#5651).

The Retrieve GPG Public Keys section of Rebuilding an Admin Workstation USB refers to the /journalist-key route. Update this reference to the new /public-key route.

How will this impact users?

Although the /journalist-key route is maintained and redirected to /public-key, the current instructions (curl http://$(cat app-source-ths)/journalist-key > SecureDrop.asc) will fail because curl will not follow the redirection unless the -L option is used.

User Research Evidence

Current instructions tested and failed in dev environment with changes from freedomofpress/securedrop#5651.
