Set to remote when dealing with remote files

TL;DR

Should be local false when dealing with remote files, otherwise flytekit run will try to hash it.

This happens when you have a wf locally with a signature like

from flytekit.types.file import PNGImageFile
def demo_wf(b: PNGImageFile) -> str:

and you pass --b "https:..." to pyflyte run.
