This PR allows users to annotate or label objects with
kustomize.toolkit.fluxcd.io/force: enabledto force apply a particular set of objects instead of having to setspec.forcefor all objects. See fluxcd/pkg#453 for the actual implementation and testing.Ref: fluxcd/flux2#3433
In addition, this PR updates the controller dependencies and adapts the code to deal with controller-runtime v0.14.1 breaking changes.
