define interface between program execution service and JSC/scheduler #335

The current synchronization scheme dictated by wreck that uses the KVS is racy (#234)

When implementing the program execution service (#333), take a fresh look at how these components interface with one another and define a scalable, interface that uses best practices for Flux synchronization (RFC 9)

The wreck exec system is worthless, remove it along with associated
commands, tests, and support code.

Since libjsc doesn't work without wreck, it is removed as well.
