[ci] Grant contents: write permission to release.yml

This extra permission is required so the release github action is able to publish a tag into the repo, after publishing a plugin.

Fixes flutter/flutter#90095

Pre-launch Checklist

• I read the Contributor Guide and followed the process outlined there for submitting PRs.

• All existing and new tests are passing.
