Work towards #1948
Adds the initial UI scaffold for the property editor in the standalone editor sidebar. It is hidden behind the feature flag
propertyEditor.Currently using hard-coded properties (with a TODO to get the properties from DTD instead). I've only added the UI for primitive and enums. Colors and objects still need to be implemented.
