ga: switch Google Analytics Tag from TD to CNCF #100

The following patch changes the Google Analayts Tag scripts from
the one used by Treasure Data to CNCF.

Since we don't find a way to transfer the GA account to CNCF, it's
easier to just setup a new one.

note: the scripts on this patch are provided by CNCF

@edsiper - I realize that this is an old PR, but do you still have access to the Google Analytics account from which the GTM ID GTM-TFCP8WJ was defined?

Or can you tell me who from the CNCF provided you with the scripts? Thanks, I'm currently working on setting up GA4 for all CNCF projects. For details, see cncf/techdocs#108.
