Issue fix by adding --rebuild make option into update_language_packs command #230

Hi @aronasorman, This fixed learningequality/ka-lite#3087.
This will rebuild latest translations into zip archive on CrowdIn.
To reproduce:

  1. Go to your central server.
  2. Run the command python manage.py update_language_packs --no-srts --no-dubbed -l de --no-kalite-trans --rebuild notice that we put the --rebuild .
  3. Now go to your ka-lite-central/centralserver/_crowdin_cache/ folder, unzip the file, and notice that we now have all the latest po files from Crowdin.
