add a function to limit stride

歩幅を制限できるようにしました．
なお，内側に関しては，旋回時等の足平同士の干渉を考慮して，足平が許容領域に入っているかでみています．

であれば，すみません．オフラインでgopos時にも使えると話したのは勘違いしていました．
今回のは，目標終端位置からfootstepを生成する際に用いるものではなく，
goPosやsetFootStepsの結果得られたfootstepに対して，
歩幅を満たすかを判定し満たさない場合（頭打ちして）footstepを上書くようにしたものになります．

主に，上位層がいい加減なsetFootStepsを送ってしまった場合や着地位置補正時の利用を想定しています．
