あわせてバージョン固定しなくてもよさそうなのでruby/setup-ruby@v1を使う
RUBY_VERSIONを使って`ruby`を設定するとCIなどで実行環境とGemfileのRuby versionが異なることに気づけないため、 固定値にして誰がどう実行しても同じRubyを使うようにする

概要
Rubyのバージョンを2.6.8から2.7.4にし、来年のEOLに備える & Railsのバージョンアップに追従しやすくします。
また便利な構文も使えるようになります。
確認してほしいこと
Dockerfile の Ruby version も上げていますが、build できることしか確認していません。
動作確認などお願いします 🙏
