host-init not running for dependencies #38

If a workload depends on some base that requires a host-init script, the script may not always run. This seems to be an issue for workloads that depend on a bare-metal workload where the binary is generated in the host-init script (e.g. running spike-jobs.json before spike.json won't generate the spike.json binary).

Fixes some issues with the testing script (marshal wasn't reporting the
d87d8e2 
number of failed tests correctly). Also works around bug #38.
