Update CONTRIBUTING.md w/ updated CLA guidance

Description of Problem:

The "legacy" CONTRIBUTING.md from JPMC does not include guidance on the FINOS CLA process/requirement and direction to developers on how to get covered by a CLA.

Potential Solutions:

Update CONTRIBUTING.md file to something similar to what's included in the contributing section of the FINOS Project Blueprint README
