Transplant some useful commands from lotus-miner actor to lotus-shed actor, so that you can excute them without miner api.

Transplant some useful commands from lotus-miner actor to lotus-shed actor,
so that you can excute them without miner api.
For example, you can do
lotus-shed actor withdraw --actor f0xxxx 100to withdraw 100FIL without miner api, as long as you have a synced lotus node and f0xxxx's owner key. This is very useful when you separate owner and keep it on another lotus node which is different to the node used by miner api.
