Update base.sh for software-properties-common

Update base.sh to add software-properties-common for add-apt-repository function. Without that package that doesn't work.

The base image used has had it in my tests, you may just need to update the
image (conversely, perhaps I need to update my base image :D )

Either way I'll pull it in just to be sure - better safe than sorry (but
check to see if your local image of ubuntu/trusty64 is out of date as well!)

I use vagrant-proxmox and the clean openvz template for 14.04 doesn't include it.
