Allow a string and/ or Comm ID for filer_name_text parameter on filings and reports

What we’re after

• The new filer_name_text parameter for filings and reports endpoints need to be searchable by a text string and/or a committee ID the same way the receipts endpoint can search contributor_name=san&contributor_name=C00577130
• So that users can do a free text search and/or choose an ID from the typeahead on filings and reports datatables.
• With the PRs listed below, the filer_name_text filter only works only for Raw data on filings and reports tables (efiling endpoint). Rows highlighted in gray on this google sheet
