What were you trying to do and how can we improve it?

Trying to browse FEC-related regs using various mobile browsers on android: https://www.fec.gov/regulations/110-20/2019-annual-110#110-20-a-2
Problem:
The Table of Contents menu frame on the left can't be minimized or moved, causing the TOC frame to remain on top of the primary page, making the the text on the primary page underneath unreadable.

Completion criteria

  • The Table of Contents shouldn't hide the main content of the page at any browser width
    • If the ToC can't be closed or hidden, it should never overlay the main content
    • If the ToC can be collapsed and hidden by the user, those controls should be clear
