Update H4CC pages for new Party Guide updates (Inventory) (Ticket 1)

Summary

What we're after:
The print version of the Campaign Guide for Political Parties was recently revised. We need to make sure changes are reflected on H4CC pages.

Completion criteria

• Get a copy of the revisions (Get a Word breakdown showing changes from the current guide)
• Take an inventory (with a status of “todo”) and set it up to track the status of H4CC party changes and identify the pages that will have changes if approved (Assign tabs to team working on these updates)

• Ensure that items in tickets Convert certain party H4CC pages to resource template and incorporate material from candidate pages #4772 and Convert certain party pages to resource template that have coordination info on them #4773 are taken care of when updating the pages
