First thing on November 14: Update Policy comment landing page and Policy/other guidance page

Summary

What we're after:
We need to make sure our policy comment landing page stays current. The current policy initiative comment period expires at 11:59 pm on November 13. On November 14, we need to reset that page. We will also need to upload the comments that were received and link them on the policy page, as well as move the project to the proposals section of the Policy page.

Policy comment landing page: https://www.fec.gov/legal-resources/policy-other-guidance/pending-policy-and-other-guidance-initiatives-for-comment/

• Verify the banner was removed at 11:59pm on November 13
• Block is removed first thing on November 14
• If no other pending policy initiatives are active, revert that page to state “There are no current policy and other guidance initiatives pending for comment."

• Request for comments section of Policy page moved to bottom of page
• Policy initiative placed under "Proposals" with heading "Improvements to report filing processes and website usability (2023)"
• Comments received uploaded to CMS and posted on policy page in the proposals section under that heading. If there are many comments, we'll need to make a child page.
