As a lawyer in OGC or as a person in the Chair's office, or as an ITDWeb person, I need to know what to do when it's time to create or update a policy, procedure, internal rule or guidance

Completion criteria

• Documentation for how to update policy/guidance page is created and shared out with team

The guidance is drafted. We expect a policy document in 21.4 so I'll use that to test out the instructions before finalizing them.
