Add new glossary terms related to adapted disclaimers, mechanism and indicator and update memo entry/memo item and public communication terms

Summary

What we're after:
OGC has approved the new glossary definitions for "adapted disclaimers," "indicator" and "mechanism." These terms, in addition to making some updates to "memo entry/memo item" and "public communication," need to be included for an update o the glossary. These should be added and updated on or by March 1st.
