Summary

What we're after:
We need to migrate the E&J appendixes to get them off transition.

Completion criteria

  • E&J appendix pages are created in wagtail - note - this is not a lift and shift. There are numerous content guide violations and links will need to be added.
  • Second pair of eyes reviews
  • Pages are published
  • Pages are added to redirect spreadsheet. (They'll be redirected in Put in redirects for old E&J appendix pages #5515)
  • Introductory page edits sent to OGC for review
  • Intro page created (second pair of eyes reviewed)

Starting out by trying out a few things in feature. I think they will work. We need to revise some wording due to the fact E&Js are not a paper publication anymore.

Work continues. I am finding there were some entries in the original appendix that shouldn't have been there - either the current regulation does not appear in the E&J citation index or the regulation was revised and not lifted/shifted from one cite to another. I am removing those as I code the tables. We are replacing the "see E&J for" references with links to the previous E&J itself.

Demo'ed what I have done so far for @JonellaCulmer @kathycarothers @djgarr and asked for opinions on the best item to link to for users. (Thanks!) As I had gotten into the work, I realized some regulations have a complex history, so just linking to a specific E&J may actually confuse a user. After discussing it with the group, it was decided tor the appendix links, we will link to the relevant E&J citation pages rather than specific E&Js, with the goal that this should better help users trace the history of a regulatory citation. I'll continue to add the links and correct items I'm finding that should never have been in the appendix plus ones that should've been in there but weren't added.

OGC returned minor comments which were implemented and the page has been published at https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/appendix-e-j-s/.

Thank you @djgarr for being the second pair of eyes.

This was one more major set of stuff finally migrated! On to the redirects!
