16.3 redirects: Accessibility if needed plus upload and redirect two media files

Summary

What we're after:
We found two media files in the last transition inventory. OGC has gotten back to us and they would like to migrate them from transition.

• Files listed here uploaded to CMS or S3 - ask Pat which is best.

• After files uploaded, redirect to new address merged in with other 16.3 transition redirects

• Any files uploaded for accessibility get redirects merged in with 16.3 www redirects

• Testing ticket created for 16.4 (release date for 16.3 is 11/16)

• Spreadsheet updated

I've sent the files to @patphongs who will upload them into the S3 bucket.

Audio file has been moved over, however, the video file will be moved into Wagtail by @dorothyyeager

Video file uploaded into Wagtail. After talking with Jason B. in Public Records and with OGC Policy, turns out both files go with AOs. Redirecting them will solve the issue we've been having with dead links relating to them.

Will put in the redirect PR next week in case any others pop up.

We need to fix one of the 16.2 redirects, so will add it into this ticket and PR.

To fix the issue above, need to correct the broader finance redirect in www. PR for this is ready for review by @patphongs at https://github.com/fecgov/fec-proxy/pull/293/files
