RAD FAQ: New content for existing pages (stage 3)

Summary

Some reporting advice in the RAD FAQ is not represented elsewhere on fec.gov. In this sprint content specific to party committees and Federal Election Activity:

Content for existing pages

• Party > Making Disbursements > Exempt Activity:
  • add note about reporting exempt activity that does not qualify as FEA
  • Allocable expenses should not be paid from the non-federal account and reimbursed by the federal account, under payment from federal account
• Party > Making Disbursements > Administrative: add note about how much can be transferred in the Transfers from nonfederal account
• Add language to FEA Reporting Examples regarding public communications with express advocacy with a clearly identified candidate but does not qualify as exempt activity.
• Add language regarding exempt activity that doesn't not qualify as FEA and mentions ONLY federal candidates so it can't be allocated.
• Coordinated party expenditure - add note about reporting across reporting periods.
• additional Schedule L additions

• Content Team review.
• Publish wagtail reporting scenarios.
• Create a ticket to upgrade reporting Scenarios to Reporting Examples.

Added a new section to the Coordinated Party Expenditure reporting example about reporting when dissemination/payment occurs across reporting periods. Currently with RAD manager for review.

Still working though additions to other party guidance pages, will distribute for review to content teams in one email.

Page edits have been distributed to the Content Team. Working on Levin Funds / Schedule L changes today.

Content team feedback incorporated into the drafts and published. The remaining content needed to close this ticket is the Schedule L edits. I started work on these edits on Friday, will continue today.
