Summary

What we are after:
We added the guidance search link to the Legal Resources drop down menu on fec.gov, and changed the placement of the landing page links. Need to match the menus on transition to what's on the .gov site.

• All menus need to be updated to change the placement of the landing page link.
• Legal resources navigation on regulations pages is updated with link to guidance search. Menu here needs to match what's on .gov site.
