Research strategy for managing tagging in Wagtail

Summary

What we are after:
We need to develop a strategy and be intentional with the way we tag documents and articles in Wagtail. Right now it's all over the place and inconsistent from one similar item to another. We also need to do better with filling in the promote tab on all pages and being consistent with that as well, since that is part of SEO.

• Will need to think about how to train FEC staff in Press, Public Records and Info who use Wagtail but aren't on content team.
