Design options for placement of links to guidance search

We need to decide where and how to link the new guidance search page.

Background

OGC indicated they'd like a link on https://www.fec.gov/help-candidates-and-committees/ in the legal resources part of "You might also like":

There might be other good places to place the link, such as the Legal Resources drop down menu for example.

Completion criteria

• List of possible places to place the link to the search page
• Ideas for what the link would look like and how it would be worded
• Reach out to OGC to get input

Future work

Implementation ticket for the link requested by OGC, plus a link added to old Policy page at https://transition.fec.gov/law/policy.shtml.

@patphongs @AmyKort, @dorothyyeager and I also discussed not including the Legal resources landing page as part of this work at this time. Any change to that page could be longer term as that would take much more thought design-wise and more development work. Since we'd like to get this out sooner rather than later, we can include Legal resources landing page work for our next iteration. Let me know if/why you object.
