Fix "try fec.gov" link on legal search "no results" message

Summary

What we are after:
When a user gets no results on legal search, the message includes a link to "try fec.gov." Right now, the link does not work, so we need to fix it.

To replicate error, go to https://www.fec.gov/legal-resources/ and enter nonsense characters into the box for "search all legal resources." Then click "try fec.gov" button once no results message is returned.

Completion criteria

• Either delete the button or fix the link (right now it points to http://search04.fec.gov/ and returns a time-out error)
