Puerto Rico clickthrough on WCCF not linking to 4 year total

Description

1. WCCF page
   

2. After clicking through a state the user is brought to this screen where only 2019-2020 are shown.
   

Completion criteria:

• Confirm that the API is returning PR correctly (confirmed by @jason-upchurch and @lbeaufort )
• Correct clickthrough to show 4 years for PR on the front-end - instead of linking to one 2-year period we should link to two 2-year periods
