Summary

What we're after:
In working on the presidential debt issue #2879 , we discovered that a portion of guidance for all campaigns on assuming debts was not on the website. This ticket is to catch up on that work.

• Circulate to content team for review
• If needed, circulate to OGC

Future work

• Create page in Wagtail
• Add to candidate debt H4CC collection page
