Change out image of the FECA compilation on the statutes page

The 2019 compilation of the federal election campaign laws is now in print. The cover is a little bit different from our thumbnail, so we'll want to switch it out. (The new thumbnail is at https://www.fec.gov/resources/cms-content/images/thumbnail--feca.original.jpg.)

The statute page [https://www.fec.gov/data/legal/statutes/] is hard-coded so entering a ticket for this work. This is something the content team could do (we've updated that page before) or the front end team could pick it up as a quick project.

I changed the image file name in vague hopes of avoiding hard-coding. That didn't work. But the file name has been updated in the issue above. PR submitted.
