Implement new page in H4CC/Candidate section for personal funds

In #1995 we developed content for a new page for candidates on the use of personal funds. We'll decide in #2101 where it will go. This issue is to implement the changes.

• Create and publish new page on personal funds of candidates
• Update existing page on personal loans of candidates to remove duplicate content and point to new page.

The new page has been created in draft form, as have the updates to the personal loans page. We will publish theses when we publish the reorganized receipts landing page.
