What this PR does / why we need it:
It builds the Feast UI on a sample react app and serves it on a thin FastAPI server when the user runs
feast uiin a feature repo.The React App is mostly a default scaffolding, with icons swapped to Feast icons like in
ui/and follows the recommended path of rendering the Feast UI React node with a custom projectsListPromise. The app knows to fetch a project list from/projects-listin the FastAPI server, which generates a json object that tells the UI to look to/registryfor the registry dump.Additionally
Tested this by building a wheel and pip installing feast. Then trying it on a different feature repo and saw the UI show up with correct object metadata.
