Update the minimum required version of Vim to 8.0.1453. 8.0.1453 is the
current version that comes with Ubuntu LTS.

Since 8.0.1453 satifies all the patch requirements for vim-go, remove
the checks for patches that will be present in 8.0.1453.

I'm seeing this warning with the latest version of MacVim, not sure whether that's normal...
