Move ZSTD_DEPRECATED before ZSTDLIB_STATIC_API

Clang doesn't allow [[deprecated(...)]] attribute after __attribute__.
Move [[deprecated(...)]] before __attribute__ to fix C++14/C++17 uses
with Clang.
