This PR adds a deprecation warning when React.createFactory is used in DEV. This is a follow up to the comment in #17873 (comment).

The warning is as follows:

Warning: React.createFactory() is deprecated and will be removed in a future major release. Consider using JSX or use React.createElement() directly instead.
