Device plugin presets not working #2266

It seems one of the commits on the 27th Aug have stopped device plugin presets from working. Can't find the exact problem yet.

In a Device click Common Settings
Click Star icon
Save settings
Change device settings
Try to load the saved settings - they aren't restored to what was saved.

It seems that sometimes, when opening SDRangel, a devices settings can be inconsistent with what is displayed in the device GUI.
