PANL Consent text of fresh test project 'has already been signed'

Describe the bug
When you perform a preview on the PANL participant flow and press the 'consent' button, this seems to be actually registered. I personally would not expect that behaviour in preview mode is somehow stored.
Then when you exit preview and try to change the 'consent' text you get a warning.

To Reproduce
Steps to reproduce the behavior:

1. Create a new PANL questionaire
2. Change the consent text and observe no warnings
3. Preview and exit, observe no warnings when changing consent text
4. Preview and press consent, observe the warning when changing consent text

Expected behavior
Preview mode should not change state. Buttons pressed in preview mode should work but state should not be stored?
