Merge branch 'feature/usb_host_inflight_transfer_check' into 'master'

USB Host: Fix usbh_dev_open(), Fix usbh_ep_alloc(), Add USB Host Library check to prevent resubmitting inflight transfers

Closes IDFGH-7145
