Bring back old semantics to random and randomSeed, add secureRandom #2142

As discussed in #1710.

  • Initially from startup, random(howbig) and random(howsmall, howbig) functions will return values from HW PRNG.
  • If randomSeed is called, these functions will switch back to software PRNG to maintain compatibility with standard Arduino behaviour.
  • Two new functions are added, secureRandom(howbig) and secureRandom(howsmall, howbig) — these always return values from HW PRNG and don't depend on randomSeed calls.
