As discussed in #1710.

Initially from startup, random(howbig) and random(howsmall, howbig) functions will return values from HW PRNG.
If randomSeed is called, these functions will switch back to software PRNG to maintain compatibility with standard Arduino behaviour.
Two new functions are added, secureRandom(howbig) and secureRandom(howsmall, howbig) — these always return values from HW PRNG and don't depend on randomSeed calls.
