[functional-parameters] Add ignore lambda option

Add ability to ignore lambda functions:

const foo = create(() => { return "This is a lambda function."; });

All lambda functions could be ignored/enforced via a boolean; specific ones can be ignored/enforced via a pattern of the wrapping function.
