Changes

• Adds the ability to bring your own Equinix Metal Project ID.
• Organization ID is now required, If creating a project. The project name can now be specified or use the existing randomly generated name.
• Project ID can now be specified. When specified, set metal_create_project to false.
• PRs will have their Terraform validated independent of integration testing (which is only run on equinix branches)

Fixes

• Typo in the randomly generated project name prefix
• Integration tests are now succeeding

This is an initial release of this experimental Equinix Metal project. With this initial tag, this project can be accessed from the Terraform registry and used in Terraform modules.
