Fix localnet deployment

Description

Fixes the localnet deployment of testnet which is started by executing make localnet-start.

Earlier setup was written when passage binary did not have cosmwasm integration in it. The binary was being built locally to generate config files and was being used to run the process in docker containers. Because of cosmwasm integration by default it does not create a statically linked binary anymore. That's why the docker containers would crash due to error while loading shared libraries: libwasmvm.x86_64.so: cannot open shared object file: No such file or directory.

This PR adds a new makefile command make static-build which generates statically linked binary using docker and uses that binary to setup the containers.
