This add a type for protocol sessions Id, making it clear whether a protocol session is a signing session, DKG, or proactive refresh.
I started this just because i wanted to change signing session UIDs to not have a ss58 encoded account id, to solve #506 - but in the end i decided to add a type for session IDs, which meant quite a few little changes.
