I've personally seen a spike of reports about the composer being disabled in new rooms for no reason. Appears to not be related to direct chat or not, and does not appear to correct itself automatically over time or with a refresh. I have not seen it myself, however

There's been no reports of this for over 1.5 months - considering magically fixed and removing logging in matrix-org/matrix-react-sdk#2700

Also this was probably an instance of #7843 causing power levels to go missing or something, confusing the client.
