I find that I often overshoot past the top of the reactions tooltip on the first try, and I have noticed others do the same.

We could address this with a larger safe area along the top of the tooltip (and maybe the sides as well).

Tweak interactive tooltip buffer area allow for overshoot

This uses a larger buffer area around the tooltip, as it easy to overshoot and
mouse the cursor past the tooltip.
