block SO setup API calls after startup #58718

Summary

Follow-up of #57430

As the migrator is constructed/used during service startup, any type registered after the start phase will not be taken into account. This is also the case for the other setup APIs. This PR simply make every setup SO API throws once service has started.

Most notable impact is that registerType cannot be called from legacy plugins code.
