[ML] Fixing filtering of categorization fields #49184

In a previous PR (#49057) logic was added to prefer keyword fields over text fields for all advanced job wizard field dropdowns.
This PR changes the fields listed in the categorization field dropdown to prefer text fields over keyword fields.

It also moves the filtering of categorization and date fields to the NewJobCapsService class, so it doesn't need to be performing on each component render.
