[Cases] Custom Fields Feature Branch #164308

Fixes #160236

Summary

To aid users in classifying and enriching their cases we will provide the ability to create custom fields.

Users will be able to configure their custom fields, add values, view them in the case view page and the cases table, and filter by them.
